ICKEM2017 is an international conference holding in Penang, Malaysia, not a local organization, so we are unable to provide you the guarantee letter from duly authorized unit in Penang, Malaysia. The only thing we could provide is the invitation/acceptance letter of the conference.

For entry into Penang, Malaysia a VISA may be required for the attendees from some countries. Please make sure whether you need to apply for a VISA or not on the web site of the Immigration Department of the Government of the Malaysia Special Administrative Region at:
